Each message needs sign-off from the Core Attestation Set, a 3-of-3 signer group of PonsUSD0, LayerZero, and Canary. No single party can approve a transfer. Bridging USDT to or from Tron costs 0.03% (3 bps) per transfer, paid in USDT, plus network gas on the source and destination chains. The fee comes from the Legacy Mesh, which routes these transfers.
